This is a stainless steel axle CV joint boot band clamp for all Fiat and Lancia cars, inner or outer.  Including Fiat Bertone X1/9, Fiat 128, Strada, Ritmo, and Lancia Scorpion / Montecarlo / Beta.

This style is self-locking similar to a zip tie.

It does not require a special tool.  Pull the unit tight with a pair of pliers to secure, then fold back on itself as shown to prevent loosening.
