This is a front targa top weatherstrip 1976-1988 Fiat and Bertone X1/9. These fasten to the windshield frame and provide a tight seal to the leading edge of the targa top.
1973-75 cars used a different weatherstrip (and different contour on the leading edge of the top). Check the multiple pictures.
