This is nylon well nut that accepts small #4 / 3mm sheet metal screw.  

Used on Fiat and Bertone 124 Spider in rocker panel plates to fasten the long bright trim.  (4 required per side)

Also used on Fiat X1/9 to fasten the "Bertone" side vents to the targa sail. (2 required per side)
