This is a ground connection terminal buss (often referred to as a "ground bloom") as fitted to later Fiat / Pininfarina 124 Spider cars.
A rusty ground bloom can be the cause of many electrical gremlins in these cars.

Either Original Equipment New Old Stock, or freshly stripped/plated in yellow-zinc. A must-have for good electrical connections, and for detail work in the engine bay.
